okay, slight error in panel02_skin.vmt. you don't normally don't specify ".vtf" at the end of $basetexture and that's throwing compilepal off, I might add support for that in the future since source seems to just deal with it
also will note that the link in the op has been updated to version 22
Oh damn, I didn't even notice that error.
I never add .vtf to materials when I make custom textures, this is Valve's fault.
I'll just remove that and I should be good, right?
