You might want to make a big thread about it, showing people the work you all have done. PMing one of the staff after you make this post would help too. Thing is, it's not gonna get much popularity if you have nothing to show for it except for concept ideas and notes.

You want to have a website in the TF2 update-style (look at how Frontline and Mayann are promoted), you want to have content for the pack already made so people know what your direction is (a "hey we're planning this, come join" isn't good enough, you want to have actual stuff that then gets expanded upon). An introduction video would also help get people involved.
