Alternatively, making a brush with this texture on it will automatically pack it.

Adding a secondary water. Similar to the first, but with mipmapping and less noticeable tiles. Also has a seperate foam texture. Use this with a displacement on the same level as the water and the alpha paint tool to apply transparency.
