1. You know how in the KOTH gamemode, a team has to hold a point for 3 minutes to win. Is there a way to raise/lower that number, and make it so you have to hold it for however long I want? Or is it just stuck on 3 minutes? 2. Is there any other map editor out there that makes TF2/Source engine games? I just wanna see if there's better/other options. Thanks.
No, the hammer included within your tf2 bin folder is the only way for you to produce levels reliably, however A Boojum Snark's Team Fortress 2 Mapping Resource Pack is a good asset pack that includes some great Prefabs and other tools to assist you in making your maps.
There is Easy TF2 Mapmaker but, it is very limited compared to Hammer. http://www.teamfortress.tv/34107/easy-tf2-mapmaker
Also as a fun fact, you can target the timers that KotH uses directly by targeting zz_blue_koth_timer and zz_red_koth_timer with the same inputs as a team_round_timer has. You probably aren't going to need to do this unless you're doing something wacky, like the domination gamemode, but just thought I'd mention it
To add on that, hammer will show that the I/O is broken. That's because the entities are spawned at runtime and hammer isn't in on the joke.

You can always take a look at Sledge: http://sledge-editor.com/ It's a replacement tool for Hammer, and I believe the only other editor with the same general capacities as Hammer, although correct me if I'm wrong
