Underwater visibility

Hello.
The situation is as follows:
I have water (texture applied is from cp_well). I want it to have very low visibility underwater, but it already is perfect, viewed from outside. So, how can I make some kind of DENSE fog underwater without affecting outside view?

EDIT: Problem solved.

maybe create a nodraw brush with func_dustcloud? and set the density and color?

That doesn't work underwater...
Any more suggestions?
