koth_scaffold was taken, so the map is now named koth_buildsite
Changes:
changed the texture of the chicken wire doors to match other doors
moved around all the trucks to make more space
widened a doorway
halved respawn times
widened func_nobuild around track
fixed overtime spam
disabled collisions on signage
added balconies overlooking the point area
added walls to prevent engineers from jumping from the balconies to the platform
this also adds a way out of the side route when the train comes
moved around doors to remove a particularly nasty sightline
put a chicken wire wall to prevent another bad sightline (bandaid fix)

I got feedback that the map would be better as a KotH map, so I converted it to test.
Changes:
recentered the ramp, which was accidentally nudged to the side
removed pickups that were left inside of a car
made the map KotH
shrank the point
changed cap time to 24 seconds
changed respawn times to 6/12 seconds
changed logic from "on start cap" to "on cap"
Changes:
moved resupply area away from doors
fixed blu lockers not animating
added a ramp for demoknights to ramp off of
set round time to 6 minutes to match KotH
decreased respawn timer (5 -> 2.5, 7.5 -> 5)
increased cap time (30 -> 45)
widened most doors
moved env_sprites closer to train light props
updated capture area to reflect previous changes
added one way windows around point
extended the platform in one of the rooms

Changes:
hit 1000 hours in tf2 while testing
made the platform overlooking the point smaller
after the time limit if the point is neutral it will cause a stalemate
decreased setup time to 5 seconds
the train now comes at the start of the round on a random side
if the point is not neutral the train will always come on the losers' side, otherwise it will choose randomly
the train bells now no longer go off infinitely
both sides have 10 seconds of respawn time, and the winner has 15
removed the area above the shacks on both sides
added indicators for which side the train is coming from
changed the side route so you can no longer get stuck if the train comes
removed one of the trucks in the closest room
added signage
going past the barrier while riding the train just kills you (bandaid fix)
completely redid the diamond area, adding some height variation and a vantage point onto the main area
