I say that if you're going to go through the trouble of learning Hammer just to modify other people's work, then you're missing the point and you'll probably end up with an inferior, unplayable map.

It's like taking a plain sheet of paper and then just gluing a magazine page on top of it. What's the sense? You're not contributing anything of substance and chances are that you'll fail to impress anyone.
