This kit is far more up to date then the SDK with better tools and it's own coding language - making it a lot easier to create new games.
Looks like Epic rediscovered that the community is the best way to keep pushing your technology forward.

They give you a ridiculous amount of features, this really is a full development kit - opposed to the SDK which is more of a map editor to most.
A lot of people will stay with SDK because they obviously want to make TF2 maps - yet if you're thinking of a future in the game industry this is a good place to start.
