Yes, although in heavier maps it ends up gaining more kilobytes when compressing it to .BZ2.

I don't know if I missed to adjust anything else, but I just followed the steps listed by Fruity Snacks.

That's cause they're already compressed using bsp repack

This is correct - maps these days tend to be already compressed with a newer method which doesn't require packing them into .bz2 files.
