It's not only about the fact that you need the hat. The whole set bonus thing is a terrible idea. It encourages sticking to a certain formula of weapon combinations, which is boring. If you didn't need the hat, everyone would be using the combinations all the time, so I'm very glad that limitation is there. But on the other hand, the fact that you need the hat is stupid because mostly it's those who pay for the set who will actually get all the stuff including the hat. So in a way, you can in fact pay for gameplay changing effects (The Pyro's set bonus is pretty much a straight buff). The fact that you can get the "advantages" for free too isn't much of a counter-argument when it's so extremely rare to find the hat you want.

0.0043% is the chance of dropping the hat you need and that's if they don't add any more hats.

So if you play for a month getting the 56 item per week limit then your percentage goes up to about 1%

So going by the law of averages, you'll get your hat in 8 years and 4 months time if you never turn your computer off and that's if they don't add any more.

Half that if you include crafting your weapons.

(the sums may be a bit dubious but it's roughly right.)

What? Are you angry at math now? I didn't give you the percentage of owning every hat - just the *chance* (based on average) of getting the one you want. (hats have a droprate of 0.33 divide that by the number of hats and... Well you can see where the numbers came from.)
