It's not only about the fact that you need the hat. The whole set bonus thing is a terrible idea. It encourages sticking to a certain formula of weapon combinations, which is boring. If you didn't need the hat, everyone would be using the combinations all the time, so I'm very glad that limitation is there. But on the other hand, the fact that you need the hat is stupid because mostly it's those who pay for the set who will actually get all the stuff including the hat. So in a way, you can in fact pay for gameplay changing effects (The Pyro's set bonus is pretty much a straight buff). The fact that you can get the "advantages" for free too isn't much of a counter-argument when it's so extremely rare to find the hat you want.
