Team Fortress 2 Update Released

An update to Team Fortress 2 has been released. The update will be applied automatically when you restart Team Fortress 2. The major changes include:

• Added Jingle Jam 2016 community medals
• Fixed Casual mode search criteria sometimes not loading properly when starting the game
• Updated the Unusual Cap to support Unusual taunt particle effects
• Unusual taunt effects now follow the player during taunts where the player moves

Does anybody know if this puts the entire taunt effect around you at all times or if it places a smaller version on your head? Or is it something else entirely?

I'm guessing it would act as a taunt item, the effect will appear when you taunt.
Though I could be terribly mistaken, adding your effect to every taunt you do....

That might be the best bet. I'd like an unusual taunt creator to say something about it

I think it would (or should) act like a permanent unusualifier for any taunt you do, and would add the unusual effect to any taunt if you have the hat equiped.
