Just thought I'd let people know how it's done in one of the Valve maps...
I haven't made this in a map so not sure if it's exactly like this.
First you make your 3D skybox, then in the centre of it you create a func_rotate brush. (Not sure on the settings, but give it a name)
You then create some "curved walls" around the edges (these are to texture the clouds onto) and parent them to the func_rotate (using the name you gave it).
I think there is a skybox\cloud or similar texture to texture the walls with.
Then... in theory, the clouds will rotate in the 3D skybox, be scaled up and look amazing floating around the edge of your map.
