Could you give a quick explanation as to how these work? I'm a bit confused.
It's simply the emmissive VMT parameter alongside a custom lights.rad file applied to a coloured texture. The custom lights.rad means that it'll spawn light entities to create that glow effect on the light and surfaces around it. It's almost a coloured version of the tf2 lights/white00* materials.
