Just create small brushes (in most cases 8 hu high and 16 hu in width) and place them in the shape of a stair. Make sure to make them func_detail and clip them

To make a water brush just ensure that at least one of the faces of the brush has a water material.

You can not replace water with the liquids.

There is nothing special about "floors". It's all just brushwork.

A ctf map ultimately only needs two entities on each side of the map. The flag and the capture zone trigger. As such, they are really easy to setup.

Like, of the functional sort? You jump in it and it applies the effect? That sounds like something that can be done using one of the more obscure entities, like how you can apply critboost or invulnerability, but I don't know how exactly. You'd have to make a custom material to get it to look right, but that's the easy part.

If you would like to make a second floor to a building, just place another room on top of your current one, you can use the roof of of the first floor as the floor of the 2nd if you want and just change textures on 1 face. Not sure if this is what you meant, but it's really pretty simple
