Brush Tool Makes Red Outline Instead Of A Brush

I recently wiped my PC to get rid of lag and any unwanted files. So when I re-installed Hammer and tried to create a brush, but it won't apply a texture and just outlines it in read. (Sorry if I sound like an idiot and this is a really easy fix I just can't find anything)

Youve got the 3d view in wireframe mode, click the object in the 3d window and go to View and scroll down to 3D Shaded Textured Polygons
