It's good except you've got not based on skill as a downside which is waaaay off.
New weapons shouldn't be based off skil, as they aren't updrades but alternatives. The achievements are the only thing that should be skill based.
I'd be fine with giving items based on skill/improvement. If you're having a good round, you should be awarded for improving by receiving something new.
I'd agree, and 30 minutes is way, way, way too regular... there's not enough items, and your backpack would get full way too quickly.A Lot of players are saying you should get a drop everyone 30 minuets or hour. i think it should not be set to a specific schedule.

Good reasoning and ideas though. Due to the nature of this community, though, I'm not sure about the custom maps thing. Maybe go by gamemode.
This I don't like, sure its all well and good if your most played class is spy, as then you get the new stuff faster, but what happens when your most played class is medic? You do realize this is not good for the custom community right? As it is its difficult to fill custom map server, now you want to add to it "nah, lets not go there, we'll just play goldrush and get some hats". This is the last thing we should suggest.Decrease chance (but DO NOT drop below base chance) if playing on non-official maps
and non-official game mode maps (separately, compounding). Official maps are balanced
well and player performance on them is generally accurate of actual player skill. This also
reduces chances of players on grinding servers receiving items. Same with official games
modes vs. achievement maps.
