Overhauled each base to fix walk times (cuz i'm stupid and always overscale things the first time)

Moved spawn to the side of intel room rather than behind

Added water testing room to find player issues with water
Fixed visual shortcomings of moving water in both bases
Added pipes around mid
Floating platforms will now take engineer buildings with them
Fixed clipping for vent entrances near intel, as well as pipe ramps around mid
Moving water height has been fixed to avoid leaving bottom of the base dry after round end
Fixed Missing sign texture near red's lowest door
Minor texture work at mid to test base layer colors
