The cooldown on the teleport-all-to-jail buttons have been increased from 10 minutes each to 40 minutes each. It used to be you could be teleported once ever 5 minutes, and now once every 20 minutes. This was the largest complaint about v3b.
Fixed shooting the buttons in spawn spamming the message about binding a key to +use. That message now only appears when you get near the buttons to you only.
surf_overlook_v3c smaller changes:
Giants can now take the exit teleporter from the skybox to go to mid if they want.
The duration of the glass on the green jail teleport button now stays twice as long.
The cooldown on triggering the green rings at mid has been increased to 5 seconds.
Fixed players able to skip most of bonus 2. You now do have to surf it mostly in order.
Fixed players being able to build sentries on the platforms in bonus 3.
Fixed beating bonus 3 saying "enterting any of the bonus stages".
Increased he cooldown on the halloween button in the skybox from 2 minutes to 10 minutes.
Fix for some sounds being heard across the map (rockets/slam/doors/etc).
The health buff for completing the map is nerfed a lot. And the Giant mode in the skybox no longer gives x10 health. A small health buff was given to bonus 2 trees though.
Increased cooldown on the map-wide teleport buttons from 6 mins to 10 mins.
Increased performance in the main surf arena by about 20%.
Added 2 buttons in each spawn to further help with performance if needed, one that disables the 3d skybox for you, and one that pulls in rendering a lot using fog. Using both further improves performance by about 50% but at the cost of a lot of visuals, so maybe useful for toaster-computers.
Capturing all 4 towers in the middle arena now grants the team a point, 10 seconds of crits for the team, and resets the towers.
Fix for engis being unable to try Bonus 3 Air.
Set the DJ music to be controllable by your options menu's music slider.
Smaller surf_overlook_v3b changes:
Made the middle arena barriers able to be seen from much farther away to less get in the way of surfing.
Increased the amount of Kills/Deaths/Captures that can be shown at the end stats room.
Made the music room easier to find for noobs.
There are now messages in chat showing helpful tips on the map occasionally every few minutes.
Increased the size of the top middle building in the arena to help surf it better.
Your team now can build in the top floor of your spawn. The enemy team can now build teleporters in the top/back of your spawn (but not sentries/dispensers).
Fix for some times getting stuck on the cappoint room ladders if using bhop mode.
Fixes for the crashing that was occuring with 32 playercount servers in v2.
Lots more to do in the main arena. 2 more capture points, and 4 towers to capture from switches.
3 new bonus stages: Lava, Trees, Air. Each gives good rewards also. These have portals both at the end of the map, and also portals throughout the surf, based on new theming.
Now with VScript you can surf the map offline, sv_airaccelerate 150 is set by default.
There are now BHOP buttons in both spawns to enable or disable auto-bhop while holding space for each player (using VScript).
Other misc v3 changes:
There are now messages in chat showing who has completed the surf, and who were the first ones to complete each of the bonus stages.
In the main arena, owning A & B "fort capture points" now grants a barrier that blocks the enemy into the middle when they fall off the surf (marked with barrier icons).
In the main arena, owning the C & D capture points (marked with health icons) grants a health regen at mid.
Owning the 4 main arena towers is mostly ownership status, but interacting with the switches does grant temporary crit buffs.
The main arena has been given better surf powerups.
The bonus stages Grapes and Corn now give rewards.
The end room now has 2 buttons that teleport all players to the middle of the map, like surf_gforce.
The end room "giant effect" teleporter now just grants x10 health, instead of forcing you to be large and 3rd person, which felt like a debuff.
The DJ Room has been moved to the 3d skybox so players in the main arena can see what you're up to better.
Access to the 3d skybox has been made more intuitive with a direct path from the end of the map (previously an invisible teleporter in the surf).
There are now 5 new buttons in the skybox area for fun things to do.
There is now a shortcut room to access most places (but not the end), accessible from the main arena, and you can build teleporters in there.
The two glass rooms in the main arena have had some of their walls become transparent, and are now much more accessible with teleporters right on top of them.
In the DJ Room there are now 10 additional songs.
2 new secret spritetrails. Orange is in a vent somewhere. Red is under a surf ramp in the main arena.
There's now a way to go even higher above the 3d skybox, which gives a good flat area to practice bhop (I got to 3k in/s up there).
There is now special decorations and functionalities that happen during holiday events. Fullmoons and Halloween has access to the Red Mode button from venice - in the skybox. Halloween has spell pickups in the main arena. Smissmiss has snow decorations. Valentines has big hearts. Birthday has some orbiting birthday cakes. April fools has some pranks.
The water landings in the main arena are now all the fake-water from surf_venice, which reduces the amount of flickering of textures that was occuring when you were surfing around in v2.
