Lengthened setup time slightly, again.
Shortened Red's respawn times on B.
Shortened Blu's respawn times on B (Though not as much).
Red now respawns when a point is capped.

BLU standing on C causes the tanker to drain. Stepping off causes it to go back up over time. Hoping this will help with visibility and add something unique-ish.
