An cp_standin-style version of ctf_tiftid_mc21.
But it's not just like cp_standin - capturing a control point immediately scores your team 10 PD points, and 20 seconds later, it will start a timer that grants your team 1 PD point every second.
This is significantly adjusted from the normal logic of this gamemode, and has the goal of making it easier/more fair to come back from a point deficit.
Changes from the CTF version:
-Flags removed (duh)
-All signs related to flags removed
-Three control points added - one on each of the circular structures no one ever went on before, and one in a completely new "engine room" area
