Aw, this is almost exactly the idea I had about a year ago and started working on last month when I realized I knew how to set up the entities for it (ctf_bomb_factory, in my sig).

Everyone beats me to the punch.

Yeah, the intel crashing the server... I have no idea what caused that.

And yeah, on drop it explodes, but doesn't necessarially cap. It's to encourage the flagbearer to get into the enemy lines, praising him with damage to enemies.
