So what turns someone into a bad parent? Was the mother neglected as a child too? Why couldn't she care for Danielle other than the lack of money and father figure for the children.
I vote for a parent license to be instated to prevent events such as this. If you can't pass the test you don't deserve to be a parent.

Government can fix anything.
But that creates another problem. A surge of "warded" children. Adoption is not something that happens easily. (Unless, of course, your story ends up in the national news.) So guess who has to pay for their care? Are you opting to pay the extra taxes to take care of all the children of "unqualified" parents now? I certainly wouldn't.
This is a horrible case, but there "slightly less" horrible (if you happen to have the lack of heart to even measure child abuse severity) cases all over the country and nothing happens. No news story, nothing. The kids just grow up and have to deal with it. Some are lucky enough to be discovered by child protective services, but a lot just grow up with it.
There's really no direct practical solution to keeping this kind of stuff from happening. Even in a so-called utopian society, people will have problems, and some of those people will have children and use it as an excuse to neglect or abuse those children. :unsure:
But man... you really gotta be a ****ed up individual to live in those conditions and not even think about how its effecting your children.
