Is there a way to get textures into a edit form so i could use them in Paint Tool SAI to use it for War Paints?

You can use GCFScape to open the texture vpk (the one with .dir) in the tf folder and extract any textures from there. Opening the extracted .vtf with vtfedit allows you to export them as .tga, which can be opened in most image editors.

VTFEdit also allows exporting as PNG, which is actually accessible to SAI.

You can also right click and press Copy in VTFEdit, then paste it into an editor of your liking.
