Petition to add confused rating.

The symbolism could be a question mark, or a confused face.
This is for when you are confused on some feedback, or a suggestion. because sometimes writing it down just doesn't do it.

The only problem I can think of is how it would affect the positive/negative rating system we already have. Maybe it wouldn't count as either, as it is neither a negative nor a positive.
