Payload cart constantly starts and stops while pushing.

Whenever blue goes to push the cart the cart will start moving for a split second and then stop and then start moving for a split second on repeat. I assume it might be something with the trigger capture zone but I'm not sure. other than that the cart works as normal. I've looked everywhere on this site and can't find anything relating to this so I'm really stuck.
