Multi-Round KOTH logic problem

I have this logic I ripped from bot_rockpaperglitter and it works decently well as a multi-round KOTH. The problem is, if two rounds are won by the same team, round 3 starts with an instant victory, even though I disable round 3 by default. Does anyone know how to change the logic so round 3 never starts and it goes right back to round 1 with two consecutive wins? The way the logic works is that it triggers a win based on the numbers that each round adds for each team.

As a secondary concern, round 1 doesn't start with the announcer countdown like round 2, anyone know why?
