koth_broadcast - Compact KOTH map for a media centre

a few things in here i'm unsure about (scale near spawns most of all) but overall i think this is a solid base to get started from.

-replaced the ramp in the road with a barrier
-updated the ramps from spawn to roofs to be more immersive
-widened main route out of spawn
-lowered radio tower roof slightly, should be easier to shoot across now
-turned the full pickups to small ones
-added a couple gameplay signs

-radiotower now has two stories, and the roof has become inaccessible

central point is being experimented with so heavily, the map has reverted to alpha stage.
-central point is much more "porous", with both old balconies and the new roof route open
-fixed clipping door on upper floor
-respawn times changed again to be slightly longer for everyone but mostly the defenders in the hopes that you all finally get that tug of war feeling you all crave from koth

-added a few 1-way doors to stop people from just rushing into the enemy base from every angle at once
-they look terrible but i just gotta know if this fixes anything
-couple clips in there too
-also shorter point cap time
-and also 1 second longer respawn time for defenders i think idk
