I suspect one of them is running some kind of arbitrary code that searches for places to inject more in. Which first of all is a big security risk; if they can insert extra iframes they can insert malware via JavaScript. But secondly, I assume the site owners aren't getting paid extra for it either. I don't know if anyone in charge has logged in at any point this decade, but if you're seeing this, you're probably gonna want to do something about it.
