how do I add signs like resupply in tf2 hammer?

If you want to use the resupply text texture, make it an overlay and you should be able to resize it to your liking with relative ease. Although, you usually don't need a resupply sign, as long as you're using a resupply cabinet it should be fairly obvious to everyone that it is a, well, resupply cabinet.

If you're using the prop (which I recommend), try going to the prop properties and select "Skin". Changing the value to 1 should give you the blue sign.

If the resized texture doesn't fit to where it should, use texture lock to force it to stretch. Just be sure to turn texture lock off when you're finished.

Also, you can drag those sidebars around so they stack and don't take up literally half your screen. You can make the one called Manifest disappear entirely (you'll never need it) by clicking View > Screen Elements > Manifest Bar.
