or just put them in tf/materials. I heard people sometimes having issues with packing them if they are in custom.
Not really. You can add textures from any location as long as the final location when packing starts from "/materials".
As for whether they should be located in "materials" or the "custom" folders, it depends on whether they're a custom version of existing files, which should go to the "custom" folder. This also applies to other files such as models and sounds.
