CTF ctf_turbine_revamp v1

IAmSixSyllables BR submitted a new resource:

ctf_turbine_revamp - The old turbine, with some much needed QOL changes.

This is a project that I've been working on and off, about half a year (but not with much to show for it! haha), one of the very first maps that I started work on that I just forgot about, because trying to balance it seemed like a nightmare. Oh well, I tried I suppose.
