Is it possible, and if so, how would I do it?

offtopic: Has anyone else noticed when you put a player model in hammer (heavy, scout, etc.) that in the 3D view their eyes follow you?

You need to be more clear. Do you mean create a barbed wire looking fence or one that you can actually get hurt on?

Well, I mean just like barbed wire to close off an area. I'm working on a beach map and a fence going up the beach wouldn't fit the mood.

Never mind. I found a model that will work fine.

There is a barbed wire model. But I cant remember if it had collision boxes or not so you might need to make some yourself with the playerclip texture.

There's an option to make your cables or ropes "barbed". The Object Properties box says it makes a rope barbed and sharp-looking. I've never tried it, but you may want to explore that possibility.

That's what I do. Though you should not use the collision option for ropes. Instead use tools/playerclip.
