Melee Vscript V10

-Added chat command "version" to print what version the melee script is
-Added A function to enable normal weapons after a round ends (added for asylum)
-Fixed bottle weapons not breaking on hit anything with a crit
-Added ficools global event system
-Added the hot hand (before it was disabled till i was able to re add it in code)
-Fixed being able to attack while in losing state, bonk, being invisible, and having the dead ringer out
-Fixed being able to "dual wield" a melee weapon and a secondary (for shame goom)
-Fixed Being able to attack before fully deploying your weapon
-Fixed the gunslinger "missing" a attack and losing the combo bonus
-fixed melee weapons missing (i forgot a line of code oop)
-fixed some melee critting when they should (i added a line of code)
-hopefully fixed weapons that should crit and animation playing not giving the crit (hopefully)
-added a fb round event to disable the script (hopefully the server won't die)
-fixed the owner of a weapon being null in some cases (hopefully)
-added experimental lag compensation
-fixed kunai being inconsistent in granting hp (hopefully)
-fixed melee range being longer or shorter then expected (hopefully)
-fixed equalizer and escape plan not using pickaxe icon
-Fixed Gunslinger combo not working as intended

-Fixed defaults and sprinkles util not loading
-Fixed the katana duel so now it will kill when you hit someone
-added a option for flare guns and grappling hook (requested)
-added a option to enable the sapper, construction and destruction pda and toolbox
-melee weapons now properly do damage none player instead of doing 999 damage
