Where is the map release forum?

There is a map forum under downloads and there is a wip forum but why is there no map release forum exactly the same as the wip forum but then for maps?
I read some one was saying there not enough activity on the maps forum thats because it is under downloads.
Also commenting on downloads should be disabled. If there is a thread argument.
