What exactly is the maximum map name length?

After all these years there doesn't seem to be a solid answer anywhere and it would be nice to finally have one. I've heard of 32 characters being the maximum and I've heard of 28 being the maximum because the ".bsp" part is counted. Yet I've seen maps with far larger names that seemingly work without problems on certain servers. So what is the true answer?

Today current characters limit is a 63 (without ".bsp" header)
Interesting fact:
If map name is more than 59 characters, map command on console can`t display and just "cut" it (even if use autocomplete via Tab button) and need write it manually
If try compile map which hit limit and have more than 63 characters, game cant load and map command after write and press spacebar, kill game without error
