Sandy boi submitted a new resource:

The Heavy Conductor - A train conductor style hat for the heavy

This started off with a reffrence, then I exagerated some features to make it fit more with the tf2 style, then I textured it in blender itself with mininal touchups in an image editor. It took 3 attempts to get the model right.
