I think you set the model's textures to the wrong directory by default.

This is where they end up via the download:

Here is the path that the VMT's say it should go:

Moving the vtf's and vmt's to materials/models/cliffmas/tf_terminal_textures/ as opposed to materials/cliffmas/tf_terminal_textures/ fixes the issue.
