TC Sparrow - because who doesnt like tc variants

A variant on TC involving 3 stages. The central stage plays like Powerhouse (but smaller, and if either teams holds the central point for 3 minutes straight they win the round), and the outer stages are both Attack & Defend.

Winning the central stage means you attack on the A/D stage. Winning that wins you the game.

- Lots of fixes
- Displaced all the level
- Hopefully fixed water bugs by making some water cheap
- Waterwheels move
- Sound
- Central point in first stage now pauses while attackers are on it (to counteract the fact I can't have overtime due to logic issues)
- Train has shipping containers behind it
- Outer stages now capture slower
- Updated many things to make the map look more presentable
