mine is maxed with a Core 2 Quad at 3.2 Ghz, and some kind of 8800 GTS...(no idea which brand) and i get 100ish fps...

8800GT is a good card still for a very cheap price. The newer 9xxx series and the GTX2xx are too expensive for not too much performance increase (apparently). Mine cost £90 (would probably come out at around $150 because americans get everything cheaper).
A great processor for around the same price as the 8800 is the Intel E8400. It is 3ghz dual core and is excellent according to my friend. It is £100, probably $180.
Just checked newegg for you, they both cost $169.99.
I recommend Intel Q6600 (great and cheap quad processor) 2,4 GHz.
GTX280 is the best graphic card from Nvidia, which is by far, a lot better than 8800.
I have ATI HD4870 which is similar to the GTX280 (but not as good), and I get 175 average FPS on Half Life 2 test, 1680x1050 all max + all AA x8 and AF x16
