Particle Overpass clouds for TF2 1.0

Overpass clouds for TF2 - Simple port of the Overpass clouds from CS:GO

I found interesting how Overpass uses a smoke particle to make clouds, so I simply ported the particle file to TF2. Intended to use in the 3dskybox
