Model Nocull Sawmill Waterfall

I would like to request a Nocull Sawmill waterfall, one that can be seen from BOTH sides.

I'm assuming this is a simple VTF job, if so and you can't do it, please tell me how to do it at least. (I suck at messing with model files.)

If this is impossible, can anyone recommend a nocull waterfall texture??

This is actually to do with the model. I suppose one could do it, but if you plan on letting players walk through it it would probably look better as a particle effect.
