I'm all out of options so I'm just posting everywhere until someone knows. This error has been happening to me despite no alterations to my game whatsoever at all, it's a literal fresh install with no launch options. This error usually causes water to flicker and be missing on some frames.
It seems to only happen on valve servers, even though I have NO custom folder. Changing reflection quality setting does nothing.
The easiest way to test it is to go on a valve Suijin game and look at the water for a couple seconds.

mat_queue_mode 2 is the problem. I guess I need to file a bug report

Or you can type r_eyes 0. WTF? I need to delete myself that i have so much time to find this crap out.

Mod to fix it by never loading the eyerefract shader: https://github.com/Thespikedballofdoom/No-such-variable-fogenable-
Has to be preloaded but will work on pure.
