No Souls and Gargoyles - Removes the annoying flying Halloween things and disabled Gargoyles

Removes the annoying flying Halloween things and disabled Gargoyles.
Neither of the two works on Community servers anyway, so, nobody is losing out on anything.

Put the script file into scripts/vscripts/ folder and add the line script_execute no_souls.nut to tf/cfg/server.cfg.

The script will turn itself off if it's not Halloween and we're playing on a non-Halloween map.

Full Moon Fix

Aar reminded me that souls may or may not spawn during Full Moon. I changes the holiday check to account for it.
