J4CK8 was lucky that I already played his arena version a lot, so I knew it was a good map.

Admittedly, this confuses me. Aside from the rather rude, all-caps-Size-5 "NO", there's quite a few things in your message that don't make a lot of sense.
You appreciate PMs for brevity of the thread, but neglected to mention it to J4CK8, who posted a public response similar to Zenny0004's public response.
You also took "a quick look at your map" which seems to indicate that A.) It was a quick look, and B.) You didn't run it on a server with a full load of people. Then you mention that J4CK8 was lucky that you "played his arena version a lot", which is how you knew it was a good map. Perhaps you spent a lot of time running around in by yourself, but that would indicate to me at least that you had some experience (a lot, according to you) playing it in a server environment with multiple players. I would suggest that it's difficult to really judge a good map playing it quickly and by yourself. Or perhaps, at the least, you should give the map a chance (like J4CK8's map) so you can determine if it's good using the same criteria and chance that you gave J4CK8. He certainly is lucky, you're right.
And of course, provided you're interested in designers submitting their maps, telling them "NO", in large angry letters, doesn't really help either them or other designers figure out exactly what sorts of maps you're looking for on your servers.
Lastly, replying with "sorry if I'm a bit rude" after your post is a little like walking up to someone, slapping them, then saying "sorry if I slapped you". There's quite a bit of time before typing a message and clicking Submit Reply - if you have the time to type your concern at being rude, you have the time to go back and be polite.
And really, replacing his message with "fart"? Come on, that's something a kid would do.
As a server operator, you have every right to refuse or admit maps for whatever criteria you like. No payload maps, only maps set in nighttime, no maps with the letter "G" in the title. But insulting replies, illogical testing methods, and a lack of feedback oversteps that, and begins inching dangerously close to "being a jerk for no compelling reason" territory.
There's no need for people to be jerks.
