Find the light_environment and select the entire group it's part of. Delete the group and replace it by a nighttime one from this library: http://forums.tf2maps.net/showthread.php?t=4872
Don't forget to change the skybox before you compile.

...And the map will most likely be really dark so it might be hard to play against because you won't see the bots
