Metamod Not loading on dedicated tf2 windows server

As the title states my Metamod will not load on my server startup all i get is this Error

I have tried many things Such as

Running as Administrator
Reinstalling Metamod+Sourcemod
Looking through logs
Reinstalling the server
i have looked at the metamod.vdf file and it looks normal

i have looked at the metamod_x64.vdf file and it looks normal

How do i fix this?
