Mann co. store wont work

when i click the Mann co store it says i need to enable steam community in-game
and it is enabled. i am running windows 7, and i have a paid account, please help!

Occasionally, your steam may be broken, or the store is just closed. Restart steam or the game. TF2M isn't steam support by the way. They almost know everything and try to help anyway they cna.
