How do i make 5 second respawns?

I tried my best with the logic_auto and Tf_gamerules but I still cant get the respawns to 5 seconds. they stay at 20 seconds.

Could someone be so kind as to make a vmf with the logic_auto and tf_gamerules set to the correct settings for 5 second respawns on both teams and put it on rapidshare. Thanks.
