Idea popped into my head from reading the title of that "Custom floating sign" thread. Anywho, maybe like four skins, left pointing BLU (with blu balloons), left pointing RED (with RED balloons) and the opposites, obviously.
Unless you want this animated, all you'd need is the balloon model. Take train_billboard001_sm.mdl, attach move_ropes & keyframe_ropes, and the balloon models. Done.
