Custom VSH Mission Briefing is always Overriden by the Default Briefing

The File names are correct, I Tested the briefing on CS:S And it works fine. Am i doing something wrong? And if its a file hidden in a vpk or something, Where is the directory of the default mission briefing that keeps Overriding my Custom one?
